中化建國際招標(biāo)有限責(zé)任公司（以下稱為″招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司公司（以下稱為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CSPC Huizhou Polycarbonate Project(hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Polycarbonate Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

The performance of the TOC analyzer should meet the following requirements:

3. 對(duì)投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder
A. 如果投標(biāo)人為中國境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投標(biāo)人為中國境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招標(biāo)人認(rèn)可該分公司和上級(jí)法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級(jí)法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為TOC分析儀制造商或TOC分析儀集成系統(tǒng)的制造商（包括制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。若投標(biāo)人非TOC分析儀本體制造商，須取得所投TOC分析儀的制造商的有效授權(quán)書。如果投標(biāo)人是制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
C. （Bid by Agent is not accepted. The bidder shall be the manufacturer of the TOC analyzer or the manufacturer of the TOC analyzer integrated system(including the sales company within the same group as the manufacturer of bid goods) . If the bidder is not the manufacturer of the TOC analyzer itself, it must obtain a valid authorization letter from the manufacturer of the TOC analyzer it is bidding for.. If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.）

（2）資質(zhì)要求 Requirements of Qualification
TOC分析儀應(yīng)滿足詢價(jià)文件中爆炸危險(xiǎn)區(qū)域防爆要求，防爆等級(jí)不低于IIC T4，投標(biāo)時(shí)提供分析儀的本體防爆證書。
The TOC analyzer should meet the explosion-proof requirements for explosive hazardous areas as stipulated in the inquiry document, with an explosion-proof grade of no less than IIC T4, and provide the explosion-proof certificate of the analyzer itself.
（3）業(yè)績要求Requirement for Bidder's Past Performance:
2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同）：
1）所投TOC分析儀的制造商應(yīng)具有至少2個(gè)合同的TOC分析儀的供貨業(yè)績，且單個(gè)合同供貨數(shù)量不少于5臺(tái)；
2）TOC分析儀系統(tǒng)集成的制造商應(yīng)具有至少1個(gè)合同的TOC分析儀系統(tǒng)集成的供貨業(yè)績。
From January 1, 2015 to the bid submission deadline (based on the contract signing date), the bid documents submitted by the bidders should simultaneously meet the following performance requirements (it is acceptable for both of the following two requirements to be reflected in one contract) :
1) The manufacturer of the TOC analyzer being bid for should have at least 2 supply performances of TOC analyzers, and the supply quantity per contract should be no less than 5 units;
2) The manufacturer of the TOC analyzer system integration should have at least 1 supply performance of TOC analyzer system integration.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同；2）用戶簽字或蓋章的到貨驗(yàn)收材料（全額結(jié)算發(fā)票或到貨驗(yàn)收單或調(diào)試驗(yàn)收?qǐng)?bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Full Settlement Invoice , or, Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的TOC分析儀的業(yè)績，視為所投TOC分析儀的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投TOC分析儀的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the TOC analyzer submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the TOC analyzer submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the TOC analyzer submitted in this bid and the manufacturer of the TOC analyzer meeting the above performance requirements belong to the same group.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、貨物名稱、儀表系統(tǒng)集成或供貨數(shù)量、用戶簽字或蓋章的到貨驗(yàn)收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); name of manufacturer; the name of the goods; the quantity of the instrument system integration supply;and the goods arrival acceptance signed or stamped by the client.
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下，提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料，均視為1個(gè)有效業(yè)績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://buy.cnooc.com.cn) to purchase the Solicitation Documents from January 21st, 2026to January 28th, 2026 .

The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
