中化建國際招標(biāo)有限責(zé)任公司（以下稱為″招標(biāo)代理機(jī)構(gòu)”），中國海洋石油集團(tuán)有限公司的全資子公司，受中海殼牌石油化工有限公司（以下稱為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交電子密封投標(biāo)：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as ″the Procurement Agency”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

項(xiàng)目概況：中海殼牌石油化工有限公司（以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項(xiàng)目，以實(shí)現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標(biāo)人的資格和業(yè)績要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）資格要求Requirements for Qualifications of the Bidder ★
A. ★如果投標(biāo)人為中國境內(nèi)注冊公司，投標(biāo)人需具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★如果投標(biāo)人為中國境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★投標(biāo)人為分公司的，需具有合法有效的營業(yè)執(zhí)照（境內(nèi)注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權(quán)書（授權(quán)該分公司投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★招標(biāo)人認(rèn)可該分公司和上級法人單位的資質(zhì)、資格和業(yè)績，不認(rèn)可同一上級法人單位的其它分公司的資質(zhì)、資格和業(yè)績。分公司與上級法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無效。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B. ★不接受代理Bid by an agent is not acceptable
本次招標(biāo)不接受代理商投標(biāo)。集成商視為制造商。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
Bid by Agent is not accepted. the integrator considers the manufacturer. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.
D. 是否接受聯(lián)合體投標(biāo)：否
Is any bid by a consortium or a joint venture accepted? No.
E. 未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
（2）資質(zhì)要求及證明文件
投標(biāo)人所投微量氧分析儀的傳感器應(yīng)取得防爆檢驗(yàn)機(jī)構(gòu)的相應(yīng)防爆等級的《防爆合格證》，防爆等級不低于IIC T4，《防爆合格證》應(yīng)由NEPSI、CQST、PCEC、IECEx、ATEX之一或國家認(rèn)可的其他防爆認(rèn)證機(jī)構(gòu)出具。且可通過證書頒發(fā)機(jī)構(gòu)網(wǎng)站核實(shí)。投標(biāo)時(shí)需提供原件掃描件（原件備查）。
The sensors in the Trace oxygen analyzer submitted by the bidder shall obtain the "Explosion Protection Certificate" with the corresponding explosion protection class from an explosion protection inspection agency, with the explosion protection class not lower than IIC T4. The "Explosion Protection Certificate" shall be issued by one of NEPSI, CQST, PCEC, IECEx, ATEX, or another nationally recognized explosion protection certification agency.and the certificate can be verified on the website of the issuing institution. When submitting the bid, a scanned copy of the original certificate must be provided (with the original kept available for inspection).
（3）業(yè)績要求Requirement for Bidder's Past Performance: 2015年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個合同）：
① 投標(biāo)人所投的微量氧分析儀的制造商至少具有1個合同業(yè)績，且單個合同數(shù)量不少于3臺。
② 投標(biāo)人具有至少1個分析儀系統(tǒng)集成的合同業(yè)績。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements （If the following two requirements are in one same contract, it can be accepted.）：
① The manufacturer of the Trace oxygen analyzer submitted by the bidder must have at least one contract , and the quantity of a single contract shall not be less than 3 sets.;
② The bidder must have at least one contract performance for system integration of analyzer cabins .
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include but not limited to : copies of Sales contracts.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的所投產(chǎn)品的業(yè)績，視為所投產(chǎn)品的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投產(chǎn)品的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、貨物名稱、制造商名稱、①中體現(xiàn)微量氧分析儀數(shù)量等。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; Manufacturer name, the number of trace oxygen analyzers reflected in ① .
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下，提供1個或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料，均視為1個有效業(yè)績。
If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均被視為無效業(yè)績。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Interested bidders may obtain the solicitation documents through the following method:
從2025年11月28日開始至2025年12月5日止，請登錄″中國供應(yīng)鏈數(shù)字化平臺”(https://bid.cnooc.com.cn/）的″招標(biāo)公告”頁面進(jìn)行購買。
Bidders are requested to log in to the "招標(biāo)公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation Documents from 11(MM)28(DD) 2025 to 12(MM)5(DD) 2025.
首次登錄必須先進(jìn)行注冊（免費(fèi)），注冊方式選擇″自主注冊公開招標(biāo)”。選擇其他注冊方式將導(dǎo)致注冊失敗。注冊成功后，方可購買招標(biāo)文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注冊公開招標(biāo)" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
投標(biāo)人須在線填寫″購買招標(biāo)文件登記表”，并在線支付標(biāo)書款。支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價(jià)為人民幣200元或25美元，售后不退。文件發(fā)售費(fèi)用用于印刷和郵寄招標(biāo)文件/資格預(yù)審文件。有郵寄需求的請?jiān)谥Ц稌r(shí)備注收件人相關(guān)信息。
The bidder is requested to fill in the "購買招標(biāo)文件登記表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.

Deadline and Method for Submission of Bid Documents:
All bid documents shall be accompanied by the Bid Security submitted in accordance with the specified requirements, and shall be submitted online to the China International Bidding Website (http://www.chinabidding.com) before 9:00 a.m. (Beijing Time) on December 19, 2025. Bid documents received after this time will not be accepted.

The Notice of Procurement will be published on the website of the China Tendering & Bidding Public Service Platform, Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform at the same time.

Before submitting a bid, bidders shall complete registration and information verification on either EBNew or the Electronic Trading Platform for Mechanical and Electrical Products Bidding. The bid evaluation results will be published on the Electronic Trading Platform for Mechanical and Electrical Products Bidding and CNOOC Supply Chain Digital Platform.
