3.投標人資格要求`

3.1 投標人應具備的資格或業(yè)績：投標人或其代理的制造商近3年（2023年1月1日起，以合同簽訂時間為準）具有類似供貨業(yè)績（類似供貨業(yè)績：單項合同鋁合金MIG焊機數(shù)量≥10臺的供貨業(yè)績）至少1項。（業(yè)績均須附合同必要部分的復印件，包括項目名稱、合同單位、簽定日期、主要內容等，如合同無法體現(xiàn)業(yè)績要求的，需提供技術協(xié)議等證明材料；如未提供業(yè)績證明材料，評標委員會有權拒絕認可該業(yè)績，并有可能導致投標被否決）。

3.2 是否接受聯(lián)合體投標：否。

3.3 投標人應為招標設備的制造商或代理商，代理商投標的，應提供有效的授權，同一制造商對同一品牌只能委托一家投標人參與投標（作為集成產(chǎn)品中的一部分除外）。

3.7 未在中招工業(yè)發(fā)展（北京）有限公司登記并領購招標文件的潛在投標人不得參加投標。

4.招標文件的領購

4.1、招標文件發(fā)售期：2026年1月18日17:00:00至2026年1月23日23:59:59，（北京時間，下同）；

4.2、凡有意參加投標者，請按如下步驟操作：

（1）前往″中國船舶電子招標投標平臺”進行免費注冊（網(wǎng)址https://www.csscbidding.com）。注冊成功后，在″公告信息”功能中通過″標段包名稱”或″標段（包）編號”檢索到要參與的項目，″中國船舶電子招標投標平臺”聯(lián)系電話010-89172128-4。

（2）下載費：500元/份，向″中國船舶電子招標投標平臺”支付。投標人將下載費以銀行電匯形式匯入系統(tǒng)生成的下載費虛擬子賬號中（請勿與標書費合并匯款），因投標人操作失誤將下載費支付錯誤的概不退還。中國船舶電子招標投標平臺運營方向投標人開具下載費的電子發(fā)票，投標人自行從平臺下載。

Bidder Qualification Requirements3.1 Qualifications or Performance Requirements for Bidders: The bidder or its authorized manufacturer must have at least one similar supply performance (similar supply performance: a single contract involving the supply of ≥10 aluminum alloy MIG welding machines) within the past three years (from January 1, 2023, based on the contract signing date). (All performance records must include copies of the necessary sections of the contract, such as project name, contracting entity, signing date, and main content. If the contract does not specify the performance requirements, technical agreements or other supporting documents must be provided. Failure to submit performance documentation may result in the bid being rejected by the evaluation committee).3.2 Acceptance of Joint Bidding: No.3.3 The bidder shall be the manufacturer or authorized agent of the bidding equipment. For agent bids, valid authorization must be provided. The same manufacturer may authorize only one bidder to participate in the bidding for the same brand (except as part of integrated products).3.4 This tender accepts bids from agents.3.5 The bidder is not included in the list of untrustworthy entities of Jiangnan Shipyard (Group) Co., Ltd.
