簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：主要是通過(guò)日常運(yùn)維保障確保政務(wù)外網(wǎng)的安全性和連續(xù)性，消除可能出現(xiàn)的各種意外事件。完善體制機(jī)制，確保本維護(hù)項(xiàng)目所涉及的網(wǎng)絡(luò)與設(shè)備的正常、穩(wěn)定、可靠運(yùn)行，及時(shí)響應(yīng)和解決問(wèn)題，有效地減少網(wǎng)絡(luò)維護(hù)響應(yīng)時(shí)間，提高整個(gè)網(wǎng)絡(luò)運(yùn)行工作的質(zhì)量和效率，從而確保網(wǎng)絡(luò)正常運(yùn)行，并根據(jù)國(guó)家相關(guān)法律法規(guī)政策的變化及新區(qū)具體業(yè)務(wù)的發(fā)展，對(duì)網(wǎng)絡(luò)進(jìn)行相應(yīng)的調(diào)整和修改。（具體詳見(jiàn)第三章服務(wù)需求書(shū)）。參加本次投標(biāo)的投標(biāo)人，可對(duì)一個(gè)包件進(jìn)行投標(biāo)，也可對(duì)多個(gè)包件同時(shí)進(jìn)行投標(biāo)，但每個(gè)投標(biāo)人針對(duì)上述包件只能中標(biāo)一個(gè)包件。
Brief specification description or basic overview of the project:Mainly through the daily operation and maintenance to ensure the security and continuity of the government extranet, and eliminate all kinds of accidents that may occur. Improve the system and mechanism to ensure the normal, stable and reliable operation of the network and equipment involved in this maintenance project, respond and solve problems in time, effectively reduce the response time of network maintenance, improve the quality and efficiency of the whole network operation, so as to ensure the normal operation of the network, and make corresponding adjustments and modifications to the network according to the changes of relevant national laws, regulations and policies and the development of specific businesses in the new district. 簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：中國(guó)（上海）自貿(mào)區(qū)自主可控自建云基礎(chǔ)平臺(tái)于2021年驗(yàn)收，自上線(xiàn)以來(lái)，已成為新區(qū)信息化的重要基礎(chǔ)設(shè)施，為新區(qū)各委辦單位適配改造的應(yīng)用系統(tǒng)提供基礎(chǔ)軟硬件支撐，已承載運(yùn)行20余家委辦單位的數(shù)十個(gè)生產(chǎn)業(yè)務(wù)系統(tǒng)，現(xiàn)擬通過(guò)公開(kāi)的方式選取一家合格的單位為自建云平臺(tái)的設(shè)備維保及日常運(yùn)行技術(shù)服務(wù)。（具體詳見(jiàn)第三章服務(wù)需求書(shū)）。參加本次投標(biāo)的投標(biāo)人，可對(duì)一個(gè)包件進(jìn)行投標(biāo)，也可對(duì)多個(gè)包件同時(shí)進(jìn)行投標(biāo)，但每個(gè)投標(biāo)人針對(duì)上述包件只能中標(biāo)一個(gè)包件。
Brief specification description or basic overview of the project:China (Shanghai) Free Trade Zone's self-controllable self-built cloud infrastructure platform was accepted in 2021. Since it was launched, it has become an important infrastructure for the informationization of the new district, providing basic software and hardware support for the application systems adapted and reformed by all the entrusted units in the new district. It has carried dozens of production business systems running by more than 20 entrusted units. Now it is planned to select a qualified unit to provide equipment maintenance and daily operation technical services for the self-built cloud platform through public means. (See Chapter 3 Service Requirements for details). Bidders participating in this bidding can bid for one package or multiple packages at the same time, but each bidder can only win one package for the above packages.
合同履約期限：各包件服務(wù)期限為自合同簽訂之日起一年。
The Contract Period:The service period of each package is one year from the date of signing the contract.

二、申請(qǐng)人的資格要求 2. Qualification Requirements for Bidder(a)滿(mǎn)足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and small and medium-sized enterprises will not implement price discounts during the review. (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目（不接受）分公司以自己名義參加采購(gòu)活動(dòng)）；（4）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(3) It must be a legal person or an unincorporated organization established in China according to law (the (unacceptable) branch of this project participates in procurement activities in its own name); (4) Subcontracting is not allowed for this project.
(i)符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定；
