Bidding for 2026-2027 Luxembourg Air Crew Hotel Services by China Postal Airlines Co.,Ltd.

中電商務（北京） （以下簡稱″招標代理”）受中國郵政航空 （以下簡稱″招標人”）委托，就″中國郵政航空 2026年至2027年盧森堡空勤機組酒店服務項目(招標編號：CECOM-2025-BD02-1191) ”項下的服務進行公開招標?，F(xiàn)邀請合格的投標人前來投標。

China Electronics Commerce (Beijing) Co., Ltd (hereinafter referred to as the ″Tendering agent”) was commissioned by China Postal Airlines Co.,Ltd. (hereinafter referred to as the ″Tenderer”) to conduct a public tender for the services under the item ″China Postal Airlines Co.,Ltd. 2026-2027 Luxembourg Air Crew Hotel Services ” (Bidding No. CECOM-2025-BD02-1191).  Qualified bidders are invited to submit bids.

一、 項目名稱：中國郵政航空 2026年至2027年盧森堡空勤機組酒店服務項目

    Project name：China Postal Airlines Co.,Ltd. 2026-2027 Luxembourg Air Crew Hotel Services .

二、 招標編號Bidding number：CECOM-2025-BD02-1191 

三、 招標內(nèi)容Purchase content：

注：1.本項目采用框架（無固定總金額）采購模式。投標人必須對全部內(nèi)容進行報價，如有缺漏或超過最高限價（單價）的報價，將導致投標無效。本次采購金額和數(shù)量為預估數(shù)據(jù)，采購人有權(quán)按實際需要調(diào)整，并按實際數(shù)量進行結(jié)算。合同期內(nèi)的采購數(shù)量可能會有所增減，固定單價不再進行相應調(diào)整。

Note: This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

2. 趟：定義為單程；

Trip: defined as one way;

3.服務

 Contract duration: The contract takes effect from the date of signing by both parties, with a service period of one year.

四、 投標人資格條件Qualifications for bidders：

（一）投標人必須是當?shù)刈缘墓?，具備當?shù)卣姓J合法有效的資質(zhì)文件；（適用于包1和包2）;

Bidders shall be registered in local government and with valid license; (applicable to packages 1 and 2);

（二）被中國郵政集團 或中國郵政速遞物流股份 或中國郵政航空 列入黑名單且在有效期內(nèi)的投標人，均無資格參加本項目的采購活動；（適用于包1和包2）;

Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project; (applicable to Packages 1 and 2);

（三）與郵政無投資關系且存在以下情況的，不得參加采購活動：郵政領導人員及其親屬和其他特定關系人、郵政員工持股（限非上市公司），以個人身份（組織委派的除外）擔任法人、董事長、總經(jīng)理、監(jiān)事的企業(yè)，以及郵政所屬工會或員工集體出資成立的企業(yè)；（適用于包1和包2）;

Bidders who are included in the blacklist by China Post Group Co., Ltd. or China Post Express Logistics Co., Ltd. or China Airlines Co., Ltd. and still within the validity period shall not be qualified to participate in the procurement activities of this project.; (applicable to packages 1 and 2);

（四）投標人必須按照本項目招標公告的要求獲取本項目招標文件，否則無資格參加本項目。（適用于包1和包2）;

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project. (Applicable to packages 1 and 2);

（五）投標人距離盧森堡機場Luxembourg-Findel International Airport候機樓車程時間在30分鐘（含）以內(nèi)；（僅適用于包1）;

The distance between the bidder and Luxembourg-Findel International Airport must be within 30 minutes (inclusive) by driving; (applicable to package 1 only);

（六）投標人須配備餐廳，能提供早、午、晚餐堂食服務；（僅適用于包1）;

The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services; (applicable to package 1 only);

（七）投標人須提供盧森堡機場Luxembourg-Findel International Airport候機樓至酒店之間的往返交通服務。（僅適用于包2）

The bidder shall be responsible for the transportation service back and forth the terminal building of Luxembourg-Findel International Airport and hotel. (applicable to package 2 only)

注：投標人須按投標人資格條件逐條提供相應證明材料。

Note: Bidders are required to provide appropriate supporting documents according to the Qualifications for bidders, article by article.

五、 投標人報名 Bidders Registration：

（一）報名時間：2025年11月14日至2025年11月21日,每天北京時間9:00-11:30，13:30-16:30（國家法定節(jié)假日除外），向采購人發(fā)送報名資料，逾期送達的報名資料恕不接受。

Application Period:From November 14th, 2025, to November 21st, 2025, registration materials must be sent to the purchaser between 9:00-11:30 and 13:30-16:30 (Beijing Time), excluding national statutory holidays. Registration materials submitted after the deadline will not be accepted..
