（三）網(wǎng)絡(luò)安全審查：根據(jù)國家《網(wǎng)絡(luò)安全審查辦法》要求，經(jīng)招標人預(yù)判為需要向國家網(wǎng)絡(luò)安全審查辦公室申報網(wǎng)絡(luò)安全審查的產(chǎn)品或服務(wù)，中標候選人/中標人有義務(wù)配合網(wǎng)絡(luò)安全審查工作，所需申報材料應(yīng)在接到招標人通知的 3 個工作日內(nèi)提供，并不得利用提供產(chǎn)品和服務(wù)的便利條件非法獲取用戶數(shù)據(jù)、非法控制和操縱用戶設(shè)備，無正當理由不得中斷產(chǎn)品供應(yīng)或必要的技術(shù)支持服務(wù)，產(chǎn)品和服務(wù)通過網(wǎng)絡(luò)安全審查后方可確定中標人，未通過網(wǎng)絡(luò)安全審查的取消中標資格。凡參與本次投標的投標人，視作承諾上述事項，中標候選人/中標人產(chǎn)品和服務(wù)因沒有通過網(wǎng)絡(luò)安全審查而造成的損失，自行承擔相關(guān)責任與后果；中標候選人/中標人因未履行網(wǎng)絡(luò)安全審查義務(wù)（包括不配合審查、故意隱瞞、提供虛假申報材料等）而造成招標人直接或間接損失的，招標人保留追究責任權(quán)利。對于涉及網(wǎng)絡(luò)安全的標的物，投標人應(yīng)承諾所采用的元器件符合國家網(wǎng)絡(luò)安全審查要求。
三、投標人資格要求
通用資格：

①投標人必須按照要求，在（)中列入嚴重違法失信企業(yè)名單。（9）沒有被“信用中國”網(wǎng)站（) 或“中國執(zhí)行信息公開網(wǎng)”（http://zxgk.court.gov.cn /shixin）列入失信被執(zhí)行人名單。
（10）不接受聯(lián)合體投標。
專用商務(wù)資格：
近3年（投標截止日期前36個月）具有相關(guān)產(chǎn)品（與智能巡檢機器人相關(guān)）至少1份合同的供貨業(yè)績，供貨業(yè)績需按照招標文件規(guī)定格式提供業(yè)績證明表，并需附上供貨合同關(guān)鍵內(nèi)容頁面、與合同對應(yīng)的發(fā)票作為支撐材料。專用技術(shù)資格：
具有檢測資質(zhì)的檢測機構(gòu)出具的相應(yīng)標的的產(chǎn)品型式試驗報告或含有產(chǎn)品型式試驗內(nèi)容的檢驗/檢測報告。
