中化建國際 （以下稱為″招標代理機構”）受中海殼牌石油化工 （以下稱為″招標人”）委托，就中海殼牌惠州聚碳酸酯項目所需部分貨物及相關服務進行國際公開招標?，F邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產業(yè)園區(qū)新建中海殼牌惠州聚碳酸酯項目，以實現其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標人應為本次投標所投產品的制造商或代理商；如投標人為制造商同一集團負責銷售投標所投產品的全資子公司、控股子公司（投標人應提供制造商或其上級公司證明上述事項的證明文件），則視投標人為制造商。？投標產品由制造商不同工廠生產且使用相同品牌時，予以接受。
如果投標人按照合同提供的貨物不是投標人自己制造的，投標人應得到貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權。投標人將被授權的貨物再授權給其他投標人同時參與投標的，相關的所有投標將被拒絕。
對于從中華人民共和國關境內供貨的貨物，不接受代理商投標；對于從中華人民共和國關境外供貨的貨物，接受代理商投標。
對于投標文件中提供制造商授權書的中標候選人，中標候選人公示期間將公示其制造商授權信息。投標文件中提供制造商授權書（模板見第一冊格式IV-9-4）的中標候選人應在中標候選人公示后3個工作日內將制造商授權書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達招標人
未在中國電力招標采購網（www.aaok.cn）上注冊會員的單位應先點擊注冊。登錄成功后的在 招標會員 區(qū)根據招標公告的相應說明獲取招標文件！
