資格要求

（1）資格要求 Requirements for Qualification of Bidder and CertificatesA．★營(yíng)業(yè)執(zhí)照：如果投標(biāo)人為境內(nèi)注冊(cè)公司，投標(biāo)人需提供合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照；如果投標(biāo)人為境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明。A．★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B．★制造商要求:投標(biāo)人必須是水下柔性軟管制造商，不接受代理商投標(biāo)。B． ★ Manufacturer requirement:The bidder must be subsea flexible pipe manufacturer. Agents shall not be allowed to bid.C．★是否接受聯(lián)合體投標(biāo)：否。C. ★Joint Venture: Not Accepted.D．未領(lǐng)購招標(biāo)文件是否可以參加投標(biāo):不可以。D. Bid without the bidding documents：NOT Available.E．★投標(biāo)人必須提供有效期內(nèi)的API 17J證書掃描件，且應(yīng)可在API證書查詢網(wǎng)站https://mycerts.api.org/Search/CompositeSearch核實(shí)，原件備查。E. ★The bidder shall submit API 17J certificate within the validity period. And it should be possible to verify on the API certificate query website https://mycerts.api.org/Search/CompositeSearch. Original API 17J certificate shall be ready for verifying if required.（2）★業(yè)績(jī)要求Requirement for Bidder's reference:投標(biāo)人需滿足以下所有要求：The Bidder needs to meet all below requirements：2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人應(yīng)具有至少一（1）個(gè)合同的水下柔性立管（輸送介質(zhì)為原油或天然氣或原油與天然氣混合物）的供貨業(yè)績(jī)（供貨業(yè)績(jī)的制造商必須是投標(biāo)人），且滿足水下柔性立管內(nèi)徑不小于10英寸、應(yīng)用水深不小于500米。投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：1) 銷售合同復(fù)印件（包括封面、簽字頁）；和2）到貨驗(yàn)收證明材料（買方簽字或蓋章的到貨驗(yàn)收單或最終用戶簽署的完工證明或用戶出具的臨時(shí)驗(yàn)收證明或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、輸送介質(zhì)、貨物名稱、水下柔性立管內(nèi)徑和應(yīng)用水深、到貨驗(yàn)收證明。未提交業(yè)績(jī)證明文件，或通過所提供的業(yè)績(jī)證明文件無法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無效業(yè)績(jī)。？投標(biāo)人務(wù)必填寫格式附件3業(yè)績(jī)表。From 1st Jan, 2015 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least One(1) contract of product supply performance of, and all meet the technical requirements of subsea flexible riser (crude oil, natural gas or mixture of both above) with ID not less than 10 inches and the water depth not less than 500 meters. - The Bidder shall provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (Including the cover and signature page) and 2) arrival and acceptance certificates (handover certificates signed by the buyer or certificates of completion signed by the end-user or temporary acceptance certificates issued by the user ). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing Contract, Conveying Medium, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods.- If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, Name of Manufacturer, Name of Goods, Name of Project, technical requirements of ID, water depth, and Receiving certificate of arrival of goods, the relevant reference will be deemed invalid.The bidder must fill in the performance form in form Attachment 3: List of Performance.
